The Brigand's Bicorn is an Equipment item under the "Head" category.

Spare Nails increases the cost efficiency when repairing a ship, by increasing the amount of ship health repaired per 1 wood. Additionally, this removes your ability to drop wood on death. Emergency Repairs doubles the efficiency of ship repairing while your ship is at low health, and increases your repair efficiency based on the maximum health of your ship.

It's great as a utility equip for people who sail around The Aratel Sea or the Voidsea a lot or fight other ships via cannons due to the Talents it grants, but is otherwise weak by itself on a build.
