In various locations throughout both seas, certain NPCs can be spotted holding large bags. These NPCs offer random, low-tier loot correlating with their location, for a fee of 350 
. This is often considered a bad deal, since the loot always sells for less than ,350 and can be obtained from any chest in that area.
Judging by their outfits and dialogue, these are Bandit Leaders who figured out an easy method of making money - by scamming poor souls.
