Description[]

Ministry Enforcers are elite members of the Ministry that use the Way of Navae fist style; they appear in Ministry ambushes once your reputation has reached Villain. They will either spawn in groups of three or only one of them will spawn alongside two Ministry Footpads.

Moveset[]

They use Way of Navae and regular Ministry Scout shadowcast mantras alongside the Contractor Oath.

Judgement Summons a black casting circle before enveloping your target in black tendrils and tearing them apart. The move will instantly execute if it brings HP to 0. (★★☆)

Tips[]

  • Their quick, powerful attacks with their Krulian Knives paired with their Shadowcast will easily overwhelm the less-skilled player and directly counter their mantras.

Trivia[]

  • Rather ironically, the stronger variants use Way of Navae, despite the Ministry engaging in an ethnic cleansing of Navaen Nomads, as can be observed during their battles around Summer Isle. However, they may be using it as a way to enhance their Shadowcast, as there are implications Navae may also be the pioneer of Shadow, similar to how Expert Galebreathers use Legion Kata.
  • The reward chest for the Ministry ambush has a small chance of yielding a Gran Sudaruska.
  • The stronger variants can use Judgment, from the Oath: Contractor. Despite this, they lack the strings or red eyes that indicate the presence of the Oath.
  • They are one of the few NPCs that use Oaths, with the said NPCs being the Ignition Union Arcwarder, Subtle Knife of Eylis / Old Knife of Eylis, the Starkindred angels and the Black Divers.
