Description[]
Ministry Footpads are identical to Ministry Scouts, except they can only be found in Faction Ambushes. They spawn in groups of 3 during Ministry ambushes for lower-leveled players and/or players with a low reputation. A Ministry Enforcer will spawn alongside them when your reputation reaches villain.
A Ministry Footpad's appearance is identical to that of a Ministry Scout. It consists of a Vagabond's Bicorn, either a Blindfold or Crimson Blindfold and a Prophet's Cloak outfit with their aspect varying.
