Description[]
The Ministry is a group of mysterious users of Shadowcast who seek to cause Great Drownings in order to achieve Godhood. They are led by the Nine Prophets, with the First Prophet being the strongest mortal alive, the Second Prophet being the one who pioneered Bloodrend and spread it to their followers in the form of an Oath, and the Fourth, Zi'eer, being the current Lord Regent of Etrea. They have some sort of hostility against The Children of Navae and desire to clear them out of Summer Isle, presumably due to The Children of Navae's allegiance with a Celestial, Navae, while the Ministry seeks the favor of the Drowned Gods. This is a rather one-sided rivalry.
The exact time of their founding is unclear, but by 1272,[1] the original incarnation of the Ministry who had fought to conquer Minityrsa were considered ancient.[2]
They are responsible for the drowning of Celtor. The city was drowned as an offering to Yun’Shul, though they did not care for the surprise gift and did not give the Ministry any reward for it.
They enjoy recruiting people to kill others, sometimes to kill specific individuals, sometimes just to kill random people.
They are refered to as originating from the Western Luminant.[3]
Reputation[]
Everyone starts with a deep enemy reputation with the Ministry. The Adret aspect does not counteract this enough to have a neutral or above reputation.
Doing the repeatable bounty quest (called "Party Trick") increases your reputation with the Ministry. This may be done by talking to either Emel, Imel, or Rimil and killing a player in the required location.
Dying to Nostor allows you to gain some reputation as well, but, due to it being in The Depths, you will be wiped.
Doing the bounty quest and obtaining Murmur: Tacet from Cestis will also net you some reputation.
Going to the Soothsayer in the Starfield Tundra and giving them Knowledge will also grant you Ministry reputation.
There is only one random event in which you can assist The Ministry and gain reputation:
Reputation with The Ministry is gained much more rapidly than that of most other factions.

- Ministry enemies all use a Krulian Knife, besides the Ministry Enforcer, Nostor, Ministry Agent, Chaser and Ministry Heartbleeders.
- The Ministry's emblem appears as a polar opposite to Lost Celtor, especially being associated in drowning the latter's capital as well as the "arrow" motifs.

Furthermore, references to the current year are typically either explicit meta-jokes, as seen with The Guy, or are hand-waves, as seen with Hallowtide. As such, events taking place during the events of the game in Verse 2 will be assumed to occur during the year 1272 CE, due to The Hammer's Call, which was released in Verse 2, containing an event occuring within 1272.
